When you assign a project to a freelancer, over a design agency, you create a personal partnership with that individual. There is no middleman to go through - the person doing the design is the same that answers the phone. This allows ideas to be communicated with clarity and effectiveness, and work can be completed faster.
Over the course of the project you're talking to the sole person in creative control, turn-around is quicker and revisions can usually be done almost immediately. And as there's not as many overheads as a design agency, it's allowable to charge much lower rates. This of course, results in the client having a better looking bank statement.
